    RCA RLDED3258A-B wont turn on

    RCA RLDED3258A-B, Board TP-MS3393.p81
    Stay in stanby, red light.

Have change the eeprom but it seem the old one was ok.

Now I have notice there is two photocoupler "L817"
    One show 17v on pin 1, 16v on pin 2, 68v on pin 3 and 67v on pin 4.
The second on have nothing on pin 1 and 2. It is normal?

Photocoupler's are opto isolators, One side (pin1&2) are likely on the cold side, Pins 3&4 are on the HOT side and to check there voltage you must use HOT GROUND (main filter (-)
It is not likely a photocoupler problem.
Was the new eeprom pre programmed?

      Thank you for your reply

No, I have buy a new blank one but after programming and resolder it, I realise the bin file was maybe not the good one for this model. Have use "RCA RLDED3258A (25Q16BSIG)" from here. And I can program the older eeprom whitout any error. So it was probably not the problem.

Still possibly the EEPROM. You should have froze the original one on the main board to see if the TV turned on and read and saved it before reprogramming it. I repaired a similar model by wiping the original EEPROM and reprogramming it.

Too late and I regret. I thought I had the right bin. I don't understand the versions are so close.

Well, I finally found the right file. Still nothing, stanby light that's all.

The only difference is the eeprom I bought. It has the number 25q16csig instead of 25q16bsig, can that be the problem? Also, should I have used the lock function?

I now need to check the voltages on the board. It is difficult since there are not many notes. I took the ones I have.

Thank you for your time. Happy Holidays
