Blink codes on page 16. One blink is Backlight SOS - bad backlights.

Tried it the power going to the av is up and down from 15.6v to 5v the screen flashes on for a second and goes off

The backlights flashing on power up is a symptom of bad backlights causing an under or overvaltage situation which is detected and triggering a shutdown. A LED tester can help you confirm.
