    1) Check the DC V between VCC and GND.
    2) Check the DCV between OUT and GND to see if it varies when you send the remote signal from the remote control, you should at least see the Voltage changes when you activate the remote control.
BTW, is there an IR Input port on the back of the TV?

      Thnx,
I dont see an IR port on the tv .
Would the USB port work for this.?
      Checking those voltages now.

VCC and GND =3.2v unchanged when remote button pressed.
OUT and GND =0V also unchanged.
Does this mean IR module is bad.?

If the problem is the actual IR 4 leg chip.?
          Can that not be changed.?

Yep, can usually fix them, the little sensor can be replaced, sometimes one or more of the little MLCC ceramic capacitors need replaced, that's IF the module is the issue. At 10 bucks or less, people usually just grab one from ebay or someplace, I would try to fix it if I was doing it for myself, just for the hobby aspect of it.

Based on the static voltage results in the test suggested by budm, would you say the sensor is the issue.?
I have seen alot of 3 pin ir sensors but not the 4 pin types.Would these need to be salvaged.?

I think IF you have voltage change when you engage the remote, then your little IR sensor is ok, as he states in the video.

                  Hi yes,
so im thinking since the voltages do NOT change at all, then this specifically suggests the ir chip is faulty at least.?

I think so, seems that they go bad first.

Is it possible to solder in one of these just to test ?

That is bad, it has shorts circuit on the main board.

Need to find the schematic of the main board for your TV, so far I cannot find service manual for your TV model.
You can trace out the IR out pin on the main board to see where it goes to, it can be as simple as shorted MLCC.

Can we see good clear pictures of the whole back side of the TV showing all the board?
Also good clear straight shot of the whole main board top and bottom side and also closed up around the connector that goes to the IR Receiver module K board TNPA6010.
BTW the IR receiver module pin 2 is the IR out, need to verify if it is also pin 2 on the main board goes to pin 2 of the IR receiver board.

BTW, just to be sure, the resistance testing is done without TV plugging into the AC outlet, correct?
