No power to TV, set meter to Ohm mode, 200 Ohm scale, then just check the resistance between the two legs of each cap.

Looks like something got spilled in it probably some type of cleaner.i cleaned it with alcohol.
My readings on the cap to the right in Ohm mode@200 1.8
Couldn’t get a reading on cap to the left. Cap to left didn’t beep in continuity mode. However cap to the right did beep.
I know the pics aren’t the best. I’ll try to take better ones later.

It can be as simple as shorted out caps on the tab bonding board of the bad side.

It was one of the caps that was shorted on the tab bonding board. Thanks for pointing me in the right direction.

Changed out the tcon board looks good.again thanks to everyone that helped.
