It looks like panel issue but I need to look at the backside of the TV showing the boards.
Did any one spray cleaner on the screen when cleaning the screen?Never stop learning

It has tab bonding ton the bottom edge of the LCD panel, so if some one spray cleaning liquid on the screen, the liquid will drip down on to the tab bonding board are damage it. You need to get access to the tab bonding board and inspect the tab bonding board and check the resistance of the caps.Never stop learning
