I have a Vizio e470vl that is not accepting any input on the 3 HDMI ports.
I figured this points to a bad chip.
I have had no luck locating the service manual to do testing.
Anyone have any ideas?

Even if you find a service manual it likely won't help, The few I have do not have schematics and you would likely need a scope to trace the data lines. look at what ic is used for hdmi, find the pdf and go from there.

find what pdf? for the ic?

Yes, locate the hdmi ic, then try and find a data sheet for it, or post good clear pictures of both sides of the board, maybe it is similar to another brands main board.
Also vizio is prone to eeprom problems so it could be corrupt data causing the issue
