What voltages do you have on the pins of PL200

Check the diodes D318, D319, D320, D321 , D328

The diodes that you are saying are +12 and +24 volts when you remove the socket to the solid motherboard

With the television switched off use your multimeter set to diode mode and check any of the diodes mentioned above to see if any of them are short circuit.

The 0 ohms smd is a zero ohm resistor which looks as though it is being used as a fuse.

You need to unsolder them carefully and check them for short circuit. Do not lose them.
