Toshiba 40L2433D no power

When i got this in for repair i was expecting a vestel 17ips20 or similar inside. But I found a lite-on ue-3121-1u power supply.

Anyone come across this?
So far mains is present both sides of fuse, 316V on primary cap, nothing at all on low volt outputs.

Check if you have +5 volts standby (across C642) If you don't then check the voltage on R600 (.1 ohm) resistor, you should have around 300 volts, if R600 is open, likely ic601 is bad.

And if you have 5v standby, Be aware that Toshiba's have consistent ROHS BGA connection issues on the main processor on mainboard. I have found heating them up makes them work so I've always done reflows with success
