Element ELEFW327 32" - Standby LED, will not turn on

I can't see any bad capacitors myself, and I tried replacing the EEPROM already. Pics show post-replacement. No broken connections as far as I can tell.

What steps do I take next?

EDIT: Will take pics of the opposite side of the board later when I have time if necessary. Also I'm in the process of digging out my voltmeter.

What tests did you do prior to deciding to change the EEPROM??

None really. TV was left with my parents. I get a power LED for standby mode but nothing else works. figured if it worked then great, but if not, then I'm only really out $15.
