Philips 32pfl5203 ,dead

Experts

I have philips tv for dead, no stand by front led, i have 3.3 standby voltage from power supply, that means Main ic get the supply but when i measure oscillator on crystal ,no oscillation,
Does that mean main ic bad or crystal bad?? what i thinking once Main ic get supply oscillator should work ,

When you force power supply on do you have all voltages?
