A schoolboy error I made!
I bought another board for the TV which even had an earlier version of software on it, so updated the firmware up to 2.1.77.0 using the method of just plugging the usb formated with fat and which upgraded fine.
Then tried upgrading to the latest 2.1.77.2 . So decided to get the timer out to time the 10seconds wait for releasing the buttons (THIS IS CRITICAL OTHERWISE IT WILL NOT UPDATE ) and the purchased board started to update after about 5 seconds or so.
So tried with the original board in the TV and first attempt failed after waiting 10seconds. So tried it again this time waiting slightly more than 10seconds (around 11-12seconds before releasing the buttons). I was almost about to give up on it after about 15-20 seconds waiting and then the two leds lit up and started the upgrade process
So my fault was that I was impatient in waiting the 10 seconds or so after pressing the two buttons and releasing them. then decided that it wasn't going to upgrade but it did after a little wait.
So pleased to say it was resolved and now will sell the updated board back on ebay for some profit As these TV's rarely get updated and the firmware from Toshiba has been withdrawn.
