You have selected the wrong chip. The backup file is only 1 MB.

Intel Thunderbolt Retimer Firmware Version 1.2.29.0

when I extract that, I do not get a .bin of any type, just a .cap.

I tried to extract from that, and modify the header etc, but not sure if I did it correctly along with the final padding. I do recall seeing that it said somewhere in their t14s gen2 / t15s gen2 (I think it was t15s) and both pointed to the same fw download.

I did blank the tbt eeprom and attempted to charge/power it on, which it did not. I did not fill it with 0s. I did verify that the eeprom was blank though. Should I go back and fill it with 0's and see if I can get it to power on after that?

Edit: I guess I could try flashing that t14s dump in the thread you linked. Worst case, still doesn't work.

Oh awesome thank you! What did I mess up doing this?

Mine clearly didn't work, the original FW would still negotiate 20v, the modified cap I had tried to make it wouldn't do anything other than 5v. Which, I am not shocked my attempt failed. I just saw at the start of the bin looking at the hex, the cap had a bunch of junk, but seemed to align a few dozen lines down, so I tried to swap that part around.
