When replacing an eeprom for this tv, can the new be installed or does it have to be programmed first? What happens if it is not programmed?

Depends what you mean. Are you buying a blank EEPROM brand new from Digikey or something, or one specifically for your TV, from a place like ShopJimmy that would sell it pre-programmed?

I don't have a way to program eeprom. Any sources that sell them programmed for specific tv models?

Yes, places like ShopJimmy sell programmed EEPROMs. You may also be able to find them on eBay or such.

Do a Google search for EEPROM + your board's model number.
