Toshiba 50L1400U Takes forever to turn on and now not at all.

We purchased this TV back in November 2014. I didn't really have a need for it at the time but it was a really good deal so it sat around in the box till last month. So I get the TV set up and it's running great. Then all of a sudden it takes like two minutes to turn on. I didn't think anything of it. Then it's taking 20 minutes. Unplugged the TV, plugged it back it and it seemed to power on. Then doesn't turn on at all. Went and did other stuff and a few hours later it just turns on all by itself. Freaked me out a bit because someone was talking and I was home alone. Anyways, what I figured out is that it turns on right away in the morning and works just fine but if I turn it off at any point in time it will take hours to turn back on. Lately I haven't been able to turn it on at all.

I called tech support and they said it was our of warranty even though I just got it set up. I guess I understand their point too. So I figured it's probably bad caps. I pulled the TV apart and took out the power board. I can usually fix pretty much anything but I am a little stumped with this one cause everything looks good. I found a used but tested power board on ebay for cheap and ordered it. Figured I would use the shotgun method. Got it installed earlier today and the TV still does nothing. Does anyone have a suggestion?

    Thank you in advance.

You really need to post pictures and supply voltage readings so that help can be given.

I have some images on my computer (currently on phone). I do have a nice little fluke 16 and know the basics. I haven't taken any readings yet as I'm not sure where to start. Will post pics in a few minutes.

If you can give the voltages at connector P802 with the mainboard disconnected.
              Pin 1 to Pin 15

replace c511 and c512 if you want to try a quick fix.
                it may sort the problem.

I will check the reading as soon as I get home. I just want to mention one more time that I replaced the board with a used one already which makes me wonder if the problem is not related to the power board but rather the main board?

Without any readings it's not possible to say with any certainty.

+1, we need to now if the power supply is putting out at least the STANDBY Voltage or not, Voltage testing is one of the basic requirement in troubleshooting after the visual inspection.

its not PWB issue, its clutch at eeprom of Main board. it keep search and trick it, till the pits firmware go ahead to switch second step of Hz to let PWB turn on power, would be nice if you placed here the MB photos from both side.

now some will post here whom was silent since his first post ..lol

Sorry for the long delay. I had an unexpected work trip so had to stop messing with this unit.

Anyways, I am getting 5.2 on those pins.

                          Thank you.

sounds like a main board issue. Probably the EEPROM. Freeze it with a can of air upside down and see if the TV turns on.

Need the voltage readings and compare to chart.

Looks like I don't have any compressed air so I'll have to run to the store and grab a few cans. I just noticed something odd. The standby light is not on when I put everything back together. From what I recall, before I replaced the power board I saw a red light on the front of the unit.

So this will probably sound dumb to you guys but I'm not very experienced with these boards. Should I be testing these pins with the main board plug connected or not?

                                    Thank you.

On your post #14, the first picture on the bottom left. IC U2 looks like it has a piece missing on the corner at pin 1. Can you verify that it isn't damaged?
Reseat CN3 to see if the STBY LED comes on.

I just looked at the unit and the corner of U2 is chipped for sure.
