Westinghouse LVM-37w1 won't turn on.

My brother asked me to take a look at this tv/monitor.
I measured the voltages on the psu, for the pins labeled 12v, I get 11.18v.
The ones labeled 18v, I get 16.8v.
Pson measures 0.47v.

He had a problem with it described in the forum with this set, the cold solder joints on the 2 rectangular capacitors. So, I resoldered them and that didn't help. So I replaced them but it didn't help.
The replacement are 0.22uf 400v.
The old ones are 0.22uf 630v. I couldn't see the rating till I took them off and I had already ordered the replacements.

Could that be the problem?

Yes , you can always go HIGHER in voltage , not lower!!! Are these blue ceramic capacitors?

So you now have a 170v difference for those caps! :o

Doesn't the measurement indicate they are ok?
I can put the old ones back in.

Sometimes it works ok but the poweruspply is designed to work with the original values. If you higher the voltage for the capacitors , thats fine! If you lower the voltages then you can "blow up" the board.

You can change about 20% for the capacitance. So for example if the original is 220uF there is a good chance it will work with a 240uf.

Measurement says 20.17 nanofarad? , thats 0.02uf

1uf is 1000nf.

Just looking at those measurements AND the other thread i would say the capacitor is bad.

Sorry. As the picture of the cap show, it's 0.022.

I ordered 0.22uf because that is what the person in the other thread said he used but looking at the one I took off it says .002 630.
So I've got completely wron ones.
So the reading on the meter matches the picture.

It can mislead you. Lets wait for others to join in , im not familiar with usa brands although the basics is the same.

Digikey has them for 57 cents, so the price is not the problem. I just want to make sure that is the problem before I order.
If according to the measurement, the other ones are ok, there is no point in ordering them.

I put the old caps back in, voltages are as labeled.
Pson is 0.47V when the front power led is amber. When the power led is off, pson reads 5V.

The front power led behaves this way. When I press it it starts off blue, then turns abs stays Amber till switched off.
When blue or Amber, voltages matches the label and pson is 0.47V.
Then I turn it off, voltages drop but pson goes to 5V.

There is also a slight buzzing. Can't make out where it is coming from.

Looking at the picture of the power supply there are quite a few capacitors under heatsinks which the Forum often says tend to dry up. I would suggest that they need checking.

They look ok visually and measuring in circuit. If I have to remove the heatsinks to take them out of circuit or replace them, that would involve a lot of other components to remove.
I can get a confirmed wiring board for $27 including shipping. Not worth taking it apart and ordering all the caps on the board.

I don't want to be accused of not updating threads as some people have been.
So I'm updating this to say I'm throwing it out since I can't figure out what's wrong.
