This set powers on then the picture starts flashing on and off. I know these tvs are know to have power supply issues. Does this sound like one of those issues.

You have to be more precise with your description on what happens with the Tv. Does it keep playing audio and just the backlight flickers off, or does it totally shut off and or reboot? If it is a backlight issue, maybe try to set the backlights lower, and if that's doesn't do it, you have to remove the panel to check the backlight strips.

I've looked at your pics and I maybe wrong but from the blow up pic view it looks like there's some bad capacitors on the power supply board.On the board you see the numbers BA3ATHF0102 2 and above that board parts numbers to the left you see 2 capacitors side by side.Those two capacitors sure look bad and I'd not doubt that those and maybe some other capacitors are faulty on that board too.
I'd check all the plug in connections, solder junctions and the whole boards soldering connections. Re-solder all the board's the soldering connections especially the hot spots .Maybe upgrade those capacitors and others. For example if it's a 330UF 10V electrolytic capacitor change it with a good quality Low ESR capacitor rated 330UF 25V.
It looks like that same board also is used for some other models and that more then one board will work for your model. From my search so far finding replacement boards is hard. This tells me that it's quite common for those power supply boards to fail.There are also some main board common faults and a kit out there that has 3 chips in it to fix the most common faults with it.
You might want to check your area for electronic recycling centres and try to purchase a set with a busted panel they usually sell them to the public for quite cheap.
