Sanyo DP46840 Crackling Audio

I have a Sanyo TV that has some issues with the audio. It makes a loud crackling sound mainly when you are adjusting the volume. Seems like if you leave the volume alone it almost never makes the crackling sound.

Lot's of problems with this regulator for the 13 v for audio. see pic

Isn't that IC in charge of regulating 13vdc? My 13 vdc is very stable. I was kind of thinking IC 3200 because it mainly happens during a volume adjust, but I guess I could be wrong.

Take a look at your 9V supply which feeds IC6200, IC3200 & IC001 all in the audio stage.

OK I checked the 9v supply and it is right on 9.001 and stable.

Does it remain stable when you start the audio crackling?

I tried to track down the noise with my scope and I can't really see the noise at all. I even probed the speaker wires and couldn't see it on the scope. Wonder what I'm doing wrong?

What kind of test gear do I need to generate a tone into the tv so I can diagnose this a little easier? I have seen hand held devices that display different patterns on the screen, but it didn't say anything about audio.
