Lg 49ub850v wont turn on

I have a lg ub850v o standby light but with the back case removed can see theres a light on the mainboard thats constant lit. It sounds as tho its making a buzzing noise. After a few seconds of trying to turn the tv on a small led flashes on the power supply.

Have you taken any of the voltages on the connector marked 28 (OR 2B) shown on Picture 2 and can you report what they were.
