what componets are in charge of 5v standby

I'm dealing with a vizio power supply that has no standby voltage. I'm trying to figure out what components control standby voltage

I was wondering just in general for all lcd tv power supplies what components are in charge of standby voltages

Resistors, capacitors, transformer, ICs, Power MOSFET, Transistors, Zener Diodes, Diodes, fuse, fusible resistor, inductor, Optoisolator, etc. which basically the same for other power supply sections on the board.
