2.8V on pin 6 (ST_BY) This signal should be <1VDC for the main power supplies to be turned on.
1.6V on pin 12 (+12V_1)
5v on pin 14 (+5VSTBY) OK
3.3V on pin 16 (+3.3VSTBY) OK
1.6V on pin 11 (+12V_1)
3.3V on pin 15 (+3.3VSTBY) OK

So the ST_BY (PS-ON) from the main board is stuck HI when power switch is activated, it needs to go LO to turn on the rest of the power supply. When you disconnect the cable from the power supply to the main board that should force on the rest of the power supplies to come on.
