Just replaced the fuse. Still doesn't turn on but can confirm the 5v is working.

            Re: 39L22U Toshiba LED TV

With the 5V being back on the PSU and the mainboard plugged in, does the STBY LED do something on front of the TV when you try to turn the TV on?

How the flow of power goes:
The PSU has 5V STBY, that is always there, regardless. That goes to the main board. When you turn the TV on, that is get sent back to the PSU to PSon and BLon, turning on the whole power supply and the backlights.

So what you want to do here is to measure the PSon voltage, to see if there is a main board problem or not.

To check the PSU, unhook everything but the backlights from the PSU. Take two 1k Ohm resistors and jump 5v to PSon and another one from 5V to BLon. Once you plug the PSU in, all the voltage rails should be up and the backlights should be on.

I still wonder if something else is shorted on the PSU. It just would be too nice for the fuse to fail.

That's fine if you're experienced and can handle the heat, but 30w is fine for anything like this, using a 60w the OP could just end up completely ruining the board, thats IMO anyway.

I've inserted 1K ohm resistors from the 5v connections to BLON and PWON and no light comes on.

The wires go the main board are disconnected first?
How about the 12Vs on those 12V pins, do you get those Voltages?

Yes.. I've just taken the end of the ribbon from the PSU that goes to the video board and inserted the resistors to the plug. Essentially just making a direct jumper to the PSU.

I can't tell, as there are 2 green and 2 red wires. You have to trace them and make sure they are correct

However, now check all the voltages and post them with the pinout. Are the backlights plugged in and are they on?

ACD = AC Detect, the signal is used to tell the main board the condition of the incoming AC feeding the TV.
"DIM 0v" 0v = no backlights. So have everything hook back up but not the DIM wire connected to see if the backlights will stay on. 0V on the DIM pin is not normal.
