You already verify that the power supply board is OK (but the 5.2V STBY may be not) by removing the cable between the main board and the power supply, you saw that the backlights do come on.
    You need to have all the cable connected and find out first if the 5.2V standby is steady (this Voltage must be steady under load), if it is, then you need to look at the POWER ON/OFF pin to see if it goes up and down in sync with the clicking of the relay.
    Ok got the measurement but with connector plugged in I can only check the odd numbers. The 2nd number after slash denotes voltage change.

      OK, so the standby 5.2V is feeding the main board with steady Voltage but the main board is sending unstable Power ON/OFF signal to the power supply board.
      So the problem is some where on the main board. You may try disconnecting the T-CON board to see if it will become steady, if not there will be more details troubleshooting of the main board.

        Unplugging T-Con (flat cable with metal connector) Makes no change on the power on/off voltage .8 /0 varies .8 /.6 also.

          Well, something on the main board is bad, exactly what it is I do not know.
          one pin I am not certain is the DET (5V), not sure it is going up and down because the switched 5.3V is going up and down or something else.
          At this point I would say you have bad main board, someone else can chime in if they have worked on this model before with the same symptom.

            use the troubleshooting diagnostic no power I've sent
            proper dc standby ok===>proper 12v;13v;5v ok====>3.3v at pin 5 of ic202 ???
            no :ic202 hs
            yes :go ahead 3.3vpin1 ic208......

              Yes I think.. On that IC there are 3 legs on one side and 2 legs on the other. I took a chance on the side with 2 legs. One of the legs gets 3.3 volts, The other is one volt but the funny thing is when i test that one with 1 volt it quits trying to power cycle.

              I will try to locate ic208. It's still hard even with your sheet.

                The problem seems to be on the motherboard is to replace completely or to confided your board to a technician
                the repair of the board requires equipment....
