    Yes

    Write it out with what pin you are testing then the reading :

    For eg (Your board will differ on what is written)

    5vstby - 5v
    GND - 0v
    STBY - 5v

    etc etc

        here are each pins with the readings my multimeter was set to the dial of 20 vdc:

        1- I know this is ground 0.00v GND
        2- 0.01v 0D_on
        3- from 0.10v to 0.20v B13v
        4- 0.40v PWM_DIM
        5- 0.10v B13v
        6- from 0.10v to 0.20v N.C
        7- 0.10v Vamp
        8- 0.00v BLU_On/Off
        9- 0.10v Vamp
        10- 0.00v GND
        11- 0.00v GND
        12- 0.00v GND
        13- 0.01v B5v
        14- 5.31v A5v
        15- 0.01v B5v
        16- from 0.25v to 3.31v Power On/Off

          No pin's names? That would have made it easy for us to spot the problem.

          1- GND: I know this is ground 0.00v
          2- OD_ON: 0.01
          3- B13V: from 0.10v to 0.20v
          4- PWM_DIM: 0.40v
          5- B13V: 0.10v
          6- N.C.: from 0.10v to 0.20v
          7- Vamp: 0.10v
          8- BLU_ON/OFF: 0.00v
          9- Vamp: 0.10v
          10- GND: 0.00v
          11- GND: 0.00v
          12- GND: 0.00v
          13- B5V:0.01v
          14- A5V: 5.31v
          15- B5V: 0.01v
          16- Power on/off: from 0.25v to 3.31v

          Pin 16 is the problem form the main board, it should be steady at >2.5V (3.3)

              You say " form the main board" but you mean from the main board right? So the issue is the main board bad? I would like to learn a little bit so it should be steady and not go lower than 2.5 volts right and what does the 3.3 mean?

              I should buy a new main board and that's it? Thanks

                The PSU should always have 5v running as it is for standby, Your PSU is indeed giving the 5v. So the 5v runs through to the mainboard... When the set is powered on the mainboard sends voltage >2.5v to the PSU... This then turns on all the other voltages allowing the set to power completely up.

                So basically the main is not sending the Power ON/OFF signal properly meaning its faulty

                You can rule out the PSU by forcing the PSU on.... Using ~500ohm resistor you can jump the 5v to the Power ON/OFF pin while the connector is removed from the mainboard. Doing this causes the PSU to think that the signal has been sent from the mainboard thus switching all the power lines on. You will be able to check all voltages on the connector again and see they will have now changed and be correct. Of course if after this they are not correct then there is a PSU issue. Sets will vary as to how to force the PSU on, Some require 5v to be fed to the ON/OFF pin and other require the ON/OFF pin to be jumped to ground.

                There are a few basic components that can be checked on the mainboard but pretty much as a rule we advise replacement

                          I got it used on ebay supposedly pulled from working TV with cracked or bad screen. I contacted the seller he's going to send me another mainboard. I'll do voltage later today. Thanks

                            A question about this tv issue, does it still seem like its the mainboard issue even though I can never turn on or off the tv because as soon I plug in the power cord the front red lights start doing the blinking code sequence.

                            So will a bad mainboard cause the power supply from not even fully turning on the tv and such? I sent the mainboard back to the ebay seller he said he can send me another board before giving me a refund. thanks
