It should start at low Ohms reading and as the cap is charged up by the meter then the resistance should rise to O.L.
If the leakage resistance is that bad then the capacitance will not be correct either, but you are getting correct capacitance reading so may be it is an error in your resistance reading.
OK, that is fine, I thought it ends up at 40 Ohms after charged by the meter.
So what P/N did you get on the PFC Controller IC?
5501 is all you can read on top? You may have to clean off the flux on top may be?

Good news, I am still curious about the DCV on the main filter cap, we were getting only 340VDC, so what do you get now? And what is the resistance reading of the bad inverter transformer?
Its still low, came up to 348v, tv seems to work great though. Going to leave it on for awhile to make sure all is good. One side of the transformer is 26 ohm the other gets no reading. I can see the windings are burnt on the no reading side.
