can I test a main board out of a TV?

Eg can I power it with a power adapter on my bench and test the voltage regulators and even use the serial port to access it

I have done this before with a board. It used 5V and 12V, but the CPU would work fine if only 5V was present. Using my scope I could see the "NO SIGNAL" data on the LVDS outputs which would change when I pressed buttons on the remote (the pattern of bits would change indicating a different image was being displayed.)

you can get video from any scart conectors too sometimes, as it's for feeding vcr's and cable decoders.

Depends on the model. A lot of TVs simply route the SCART outputs between ports - but this is just a set of analog switches so doesn't really tell you much about whether the scaler/video decoder are working. There is one exception I am aware of and that is some LG TVs have a "DTV Out" which is a direct capture of the Freeview and analogue TV stream.
