Measure the DC voltages on output of P.S. You must have a low voltage standby either 5 or 3.3vdc. This allows the remote to power up set. If it's ok the measure Vs there should be a label on screen listing the voltages. If Vs is low, try disconnecting the P.S output and measure the voltage. A shorted Y or Z board can load it down. The meter negative lead ties to Chassis gnd.
