-Vy and Vsc must be measured *across* the components marked -Vy or Vsc. Not to anything else.

Shinju- if you are referring to the two other pots on the y-sus board below the -VY and Vsc then unfortunately yes I thiught I was just tighting up a screw when I first installed the new board. which was done prior to finding this forum.
Tom- Sorry for my lack of understanding but what do u mean by "across". I was able to get correct reading on the Vs and Va because the test point was clearly out lined on the board. Is the picture of the y-sus board clear enough that you or someone could point out the proper place to test the Vsc and -Vy. Again sorry for my inexperience with this.

By across, I mean red lead on one lead, black on the other lead, on the other side of the device. It doesn't matter which lead each is on but they need to be different.

I am not sure how you would re-set those SET pots with out a o-scope. From what I read and understand about them that using a scope is crucial to tuning those.
Tom66 might be able to shead light on those but I have never had to adjust those 2 pots.
I usually set them by eye (looking at panel for maldischarge etc), a scope is preferred but not necessary.
