Hello

testing this tv stuck in standby

pins 1-3 should be 12 volts im getting 11.83 volts
main cap is 400 volts but im only getting 322 volts no bulging on the caps etc

anyone had the same issue before ?

PSU is working.
322V is OK for non PFC power supply, this is small TV so it will not use PFC.
11.82V is within tolerance for a 12V rail (11~13V would be typically considered acceptable)
I'd focus on main board, check all voltage regulators.
