I think your T-con is working OK - the IN/OUT will depend on the exact image being displayed at any one time.
You should focus on why the image becomes distorted when only one ribbon is in place. I'd focus on the panel driver PCB and tab bonds. Maybe one of the signals is shorted on the COF IC (bad source COF IC = bad panel)

Yeah, I don't know what else to say but it has every symptom of a bad panel issue. You can try a T-con board but I don't expect any difference.
Maybe anmol will have more ideas.

I don't know for sure.
They could be low if the panel is shorted, or if one half is not outputting such a signal.
Maybe check each end for shorts to ground (power off, 2000 ohm range.)

Go and look up Youtube videos or online tutorials on how to use a multimeter. To be more specific, test the resistance from each point to ground, using your meter's 2000 ohm range.

No shorts there then, so it's not an obvious fault. Any further troubleshooting is probably best done using a scope.
For now, my bet is 5% T-con, 95% panel fault.
