    All voltages or only 5VSB?

OK, try unplugging power connector from main board and check 5V standby again.

are they stable voltages or fluctuating? stable but off voltage points to caps, fluctuating would point to a output diode,or startup cap

You should have at least one standby voltage.

voltage on main filter cap?,should be around 320 DCV plugged in and power on

I'd be focusing on the small electrolytics on the power board's primary side - possibly a bad startup capacitor.

                      Sorry my bad

                      +5v= 2.9 steady
                      +5v= 2.9 steady
                      +5v SB =4.1 but fluctuating
                      +5v= 2.9 steady

                              OK, I'd try replacing C27, C2? (C21 maybe, just below C27), C19 and C18.

Do you now have steady 5V standby?

I'd soak test it for a while - you might have an intermittent fault somewhere.
