LG 14FU7RB doesnt turn on.

I am new in this forum and I need your advice. I would like to fix my grandpa tv which is LG tv 14FU7RB. I already did some research according to the board. I already measured the voltage in primary and secondary block. primary elco in primary section is 300v. STR IC pin 4 vcc 9 volt but in secondary section every dioda that supply dv voltage like 9 volt 5 volt 5 volt standby and even B+ for flyback doesnt have any voltage come out. if you guys know how to solve please help me. I want to learn to fix this TV since I am still newbie ij this kind of stuff.
