Prevoius picture still on screen when new picture comes on

I have lcd tv, and the prevoius picture still is on screen when new picture comes on and it slowly fades away on every new picture what is cause of this?

Panel problem, probably tab bond failure.

With older TVs it can be just a crappy LCD panel with poor motion response.
Also turn off any and all noise reduction systems - they apply a lowpass filter to the image increasing blur in most cases I have no idea why anyone would want to watch that.
