Dell projector 1200MP

Got this projector yesterday. The lamp was replaced but it does not come on. It does the initial self test then attempts to come on. The lamp starts to light dimly then the projector goes off and the power led flashes continuously.

do the fans spin?
most projectors shutdown if they dont detect the fans spinning.
