I have a 50 inch plasma I want to put it into test mode but is it p's on and return or rtn

It's a Q96. Bet you have a bad Y-main or power supply. What's the fault?

It powers up makes start up noise but no pic if I take x main out I get stable power to the y main to the black connectors but I unplug the y main and leave the x main in the power fluctuates up and down on the x main black connectors to the buffers but it only fluctuates when the ribbon from the t con board is in if the t con is out it is low but stable

OK, if you get startup tone, you can just do the jumper on the test pattern mode (control board). From your description it sounds like a bad X-main (when unplugged you should still get a picture, just dim or purple.)

What one to p's on and one to rtn and then vs on 5.3 and plug 3 and 5 ? Do I leave the av board in on it as it's a separate plug ?

Don't even need to touch that connector if you have the start tone and Vs/Va.
Just the jumper connection 3-4 on the control board...

2nd one pins 5-6.
Ve a little high probably means someone's had a little play around to get rid of image sparklies.

What do you get on Y-main -Vsc? Also, does LED on bottom right of Y-main light up? Is buffer board burned or obviously damaged, especially on either of the top two chips?

Break through if I take the top buffer off I get the bottom half of the screen on but it's got a black spot in the middle of it
