Questions about Delta DPS-199AP from Vizio VX32l

Found a 32" Vizio that wouldn't even show standby light. I opened it up and checked 5VSB, which read 0. After looking around on the power supply for a few minutes, I noticed a huge black spot by an IC. Pulled the heat sink off to find this:

And the back of this part of the board, for good measure:

I believe the full part number for that IC is ICE3B1565J.

R912, R913 both reading 100Ω. ZD903 and ZD904 both show continuity both ways. Seems there's a cap missing at C959, but I can't confirm. Edit: Same cap missing on same board from ShopJimmy.

Is there anything else I should check before ordering that resistor and IC? Also, regarding that IC, would it be prudent to add a better heat sink than this thing it came with?

    Thanks!

Edit: After some thought, I figured this would be better suited for the PS forum. If so, could a mod please move?

Please post you pictures using manage attachments apart from being easier to see and can be retained to make sense of the thread they appear to come with unwanted adverts from http://www.superfish.com.

That said what is below the white blob that looks to have a bit blown off it?
    that might need replacing

Sorry about that, wasn't aware of Dropbox ads. I'll make sure to use the attachment feature from now on. In regards to the white blob, there isn't anything under there except the through-hole for that heat sink.

How about ZD902 looks to be in the danger zone - worth testing before you order. Also when you clean the board up you will need to see if any of it has charred (charred-=carbon= conductive) Some may need cut away and replaced with epoxy. Hopefully it may just be surface damage but worth checking. Perhaps wait until you get more replies as others will know better
regarding collateral damage further down the circuits.
