phillips 32AV504D power fault

    phillips 32AV504D power fault

    can someone please give me some advice regarding the fault with my tv.
    when you press the power button on front panel the green led lights up then the relay on powerboard clicks after 5 seconds the green led goes out and just the red led remains on.i have checked the electrolytic caps all seem ok with good esr readings.i have tried it without inverter board plugged in but the problem is the same.
    i have taken some voltage readings from top connector of power board
    these are with the cable unplugged from main av board.

    5v-------------5.16v
    5v-------------5.16v
    3.3v-----------0v
    6v-------------0v
    9v-------------0v

    i then reconnected the cable to av board and tested again.
    switch on power button on front of tv and get these voltages
    5v--------------5.07v --------relay clicks then drops to 0v
    5v--------------5,07v---------relay clicks then drops to 0v
    3.3v------------3.4v-----------relay clicks then drops to 0v
    6v---------------6.07v---------relay clicks then drops to 0v
    9v---------------8.9v-----------relay clicks then drops to 0v

    i have tested the white resistor in photo 3 out of circuit and its showing faulty.could this be the cause of the powerboard switching itself off.
