That vertical lines indicate dead TFT drive for those pixels. Did you see normal pictures before the TV went out?

No, it didn't turn on when I first got it, this is the most I've seen out of this unit.

You can try new T-CON, but I believe you have bad panel.

Also picture is all white, but I can now see change numbers and such, Is it supposed to be white?

If the T-CON is $20~25 I would gamble on that. How is the pictures otherwise when you feed it with good signals?
