Vizio M220VA -Shorted Led?

Got this Vizio that wouldn't power up, could hear psu clicking which usually indicates a short.

There are two connectors labeled 42.9v/GND/DIM

Unplugging one that went to the bottom of the screen got the tv up and running.

I'm wondering, would it be a shorted led or more? If so is it fixable?

Nevermind. Took panel apart. The led strip had a burnt what looked like to be a small ic chip right before the LEDs.

I'll just keep the bottom strip unplugged.
