    Ok here is pictures of the LED driver. Also that same part is also blown on the payless PSU.

      C1, the yellow capacitor 470uF/35V. Test on continuity range. What do you see? It should briefly show a low number and beep, but go to OL after a few seconds.

                Not shorted, then. You can try jumpering the fuse on the P board. This should be OK for a quick test as the LED driver is fused. If the fuse on the LED driver blows, or the P board shuts down (power cycling, etc.), you know that the LED driver has an issue. Otherwise the backlight should come on and the TV should work.

                      I'm confused I don't know why both LED driver boards on the yellow cap gives me different results.

                      Can it be because one is charged and the other one is not?

                        It may be faulty. It could have caused the fuse on the original power board to fail (fuse blown.)

                              Great! Now replace the original fuse on the P board for long term reliability and safety. This should work:

                              Return your new P board as defective and keep the old failed LED driver as a spare for extracting parts maybe.

                                Can I pull that fuse from another board? Also what does this all mean? what was faulty from the start? was it the LED driver board? or the PS? or both at the same time?

                                  Looks like your LED driver failed. The fuse on it is rated 6.3A. It shorted the power supply, causing it to output a large current. The power board fuse failed first, probably just random which one fails.

                                    So you think that the original LED driver failed causing the power supply to fail as well correct?

                                        Ok, it would be nice if I can get that fuse from another board so I wont have to wait. When looking for it on another board what do I look for is it the markings that it has on it that have to match?

                                          You can use the TV as is, but you should replace the fuse ASAP. Markings would be similar to the white fuse on the LED driver marked 6.3A.
