Hi Tom, so I went ahead and checked voltage readings on all the regulators that I could locate. I listed the values below. Problem is I dont recognize any of the part numbers and have difficulty matching them on datasheet.com. Are you familiar with any of these or recognize any faulty values
All regulators appear to be working fine. I can think of a few other tests, but will need a schematic of the main board.

Yes. It can be caused by a power surge damaging the HDMI processor (the device marked "10Bit")

Sorry, got that the wrong way around. In this case it would be a result of the cable/DTV tuner being damaged by a power surge or external event (wire touching cable line or local transient.)
