There doesn't seem to be much service info on this TV. If the output voltages from the PSU are ok, I'd probably replace the main board. More testing on the main board may be in order. Ideally, if it is a main board issue, it would be better to have it repaired; Vizios have lots of main board issues, and I'm not sure I'd trust a replacement. If swapping the main board or repairing it doesn't resolve the issue, I'd suspect a panel issue.

Edit: This seems like a common issue with this TV. Also, a few people complained that their main boards had to be replaced, but I'm not sure if the main board replacement is necessarily related to the vertical lines:
