I am working on several TV's that have similar issues to this one so my question is more general across all TV's. The transformers on this power supply "6871TPT3038" (Image Below) are chirping in a way that sounds similar to the idle of an 2 cylinder engine when plugged in and the TV is turned on. I have a video here trying to show the PSU and the sounds coming from the transformers.

The sound is worse when the LCD TV is on, louder would be more precise.
The TV does work HOWEVER it took a few minutes of being plugged in before the TV began working and the noise began.
I am wondering if this is generally due to the aging of the transformer or if there is a smaller bad component that could be causing this? If the transformer is starting to go out I am hoping there is a way to identify / replace them. Or if anyone has any tricks to increase the life of these without replacing the entire PSU board i would appreciate the hints. Thanks in advance!

In addition i have a second identical PSU board that is blowing fuses immediately after plugging it in. This board is newer and i would have just replaced the older board with this one. The fuses are 15A 250v rated ceramic cylinder.
