      Since the heatsink is cold it is not working properly. You cannot be sure but the symptom is exactly like an X-main failure. I would suggest you return it for a replacement/refund...
      The other possibility is a problem with the power connection going to it I suppose. Check there is Vs of 197V there too.

        power connection is good for my regret. I might have already checked several times.

          Before you order, check you have 197V, both sides of fuse.

              OK, I cannot be sure then at the moment. If you can borrow/have an oscilloscope you can use that to test the X-main.

                  I can guide you through with it. Just share detailed pictures of it, as every scope is different from every other scope.

                  Just make sure you get a 10X probe and that it is 250V max on inputs, or more.

                    Re - the Panasonic (just noticed your question), I was suggesting a reflow. Look up the technique as it applies to Xbox 360s. Basically you bake the board to repair bad solder joints under the processor.

                        I suspect something similar to that. The A board seems to have a high failure rate on the new Panasonics...

                            A Tek 2225 is a brilliant instrument, just remember to get a probe and check it has 400V (or more) rated inputs, I think this one does but cannot remember.

                                    Then that is perfect.
                                    Connect the probe to the "PROBE ADJUST" first and verify you can see a wave on the screen to ensure scope is functioning.

                                        OK, this particular TV has a test point XOUT on the X-MAIN board near the orange ribbons. You want to check the waveform there. Set scope to 2ms/div, line trigger, auto triggerng, 5V/div, probe to 10X (this makes scale 50V/div.)

                                        See what waveform you see.

                                            I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

                                            Upon bringing it home and plugging it up, it showed a standby light.

                                            I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

                                            The screen seems to blackout and stay black, but with a flashlight I can see the display.

                                            With my Playstation 4 connected via HDMI, and running a game I can hear sound.

                                            I hope this is the right forum to post in despite not technically being a repair, but still a question of swapping boards.

                                            I thought I'd explore the possibility to upgrade an existing working Samsung ue55nu7096u with the logic board (and power board if needed) of a newer model (ue55ru7105k) of the same size and appearance (and resolution). The reason being I'd like the extra inputs of that board including component in, an extra HDMI port and bluetooth. Its panel is broken so I have no use for the board otherwise.

                                            Hi all!
                                            I've recently run into an issue with my Samsung UN55H8000AF LED TV displaying no image. I've done quite a bit of research in terms of what could be wrong with it. Below are the steps I've taken prior to reaching out here for some assistance:

                                            1. I've tried replacing the T-Con board (BN95-01594A), twice and have still experienced the same issue with all the boards I've tested with.
                                            2. I've tried to remove one side of the ribbon cable that goes from the T-Con board to the panel and still not getting any image on left or right side.
                                            3. I've checked voltages...
