As soon as I get an opportunity I'll compare the two and report back here, but it looks like I'll be ordering and replacing that IC soon.

No need to compare. We know if Vcc is shorted to ground, the IC chip is bad.

If you get the IC off ebay, go with sellers based in Hong Kong. From what I know and some personal experience HK Post is a bit faster and more reliable than China Post. Obviously, your mileage may vary.

I have a Vizio VA19LHDTV10T I bought a couple years ago and was happy until my dog was running through the house and caught a cord and the tv hit the carpet from 3-4 feet high. Since then the tv has no power. I replaced the fuse, because thats about all I know how to do, and it still is not powering up. I switched outlets and there is no problem there. I have a digital multimeter, but I do not know how to use it as much as I would like. I have read this thread a couple times now and I somewhat understand, but I am a complete noob at tv and electronic repair. Should I just replace the power supply board and learn on the old one like the original poster? Or do I need to test to make sure? Please help me out with some basics of testing or a video so I can see what I'm supposed to be doing, I learn pretty fast, so it shouldn't take very long. Thank you very much to whoevers time I am taking up, any extra help will be much appreciated.

I went back and forth through this form and I think I figured out my IC is bad. I took all the measurements with a multimeter and it looks like I have the same exact problem. Here is what I came up with. R907: 167.7 DCV

Q901: G-D slight sound, G-S nothing, D-S slight sound

R915: 2.4omhs

R910: 166.2 DCV

C920: 0.5 DCV

IC901 Pins EA1530A 8H0E201 Hn68472
1: 0.5 DCV 2: 0 DCV 3: 1.3 DCV
4: 0 DCV 5: 0.1 DCV 6: 0.6 DCV
7: 0-183 all over the place DCV 8:166 DCV

IC901 EA1530A #2 Pin as Ground:
1: 0.5 DCV 3: 1.3 DCV 4: 0 DCV 5: 0.1 DCV 6: 0.7 DCV
7: 0-180 all over the place DCV 8: 166.4 DCV

Transformer North-South:
West side: 1: 167.1 DCV 2: 167.2 DCV 3: 167.5 DCV 4: 0 DCV 5: 0 DCV

I'm pretty sure from what I have read that I need to get a new IC. If I'm wrong, please let me know. Also I have no idea how to replace it, so some help there would be great too. Thank you.

I have this same TV, VA19L, with a blown power supply. Several components are burned on the bottom of the board, to the point that I don't want to attempt a repair. I have found power supplies for VA22L. It is the same board number but the VA22L board is populated with a second set of inverter components (resistor, blue tant caps, electrolytic cap, transformer, connectors) whereas the VA19L only has one set of components like the power supply pictures posted earlier in this thread. My question is this...can I use the VA22L board and just not hook up anything to the second set of inverter outputs or possibly remove the resistor and blue caps so the second section doesn't get power to it? I don't see any specific feedback loop to check for backlight connection so I am wondering if this method would work.

btw, it's a $20 investment into a 19" TV so if the experts suggest it's worth a shot it's not like I'd be out a lot of money considering the TV already doesn't work and I got it free.
