Troubleshooting Vizio VA370M with bad main board.

I have a Vizio VA370M which will not power on. When I hit the power button the vizio logo changes from amber to white but nothing else happens. I've already diagnosed this as a bad main board. My boards model number is CBPF9D1KZ5. I tried a CBPF9D1KZ7 board in it and the lcd powered on but had interlacing issues. I had read that some other vizios had issues with bad regultors so I've measured the two regulators I can find on the front of the board and attached a picture. There is one other voltage regulator on the back of the board which I have not checked yet. Any help is appreciated.

The top regulator has the following markings: L161 903T63
I was able to find a datasheet for it and it seems to be working properly.

The bottom regulator has the following markings: 17809 96 59
I was unable to verify if it is functioning properly.

    Thanks

The above is a 7800 series regulator. More specifically a 7809 with 9 designating the output voltage.

If you are new to this forum, we can help a lot more if you please post clear focused pictures (max resolution 2000x2000 and 2MB) of your boards using the manage attachments button so they are hosted here. Information and picture clarity compositions should look like this post.

We respectfully ask that you make some time and effort to read some of the guides available for basic troubleshooting. After you have read through them, then ask clarification questions or report your findings.

Please do not post inline and offsite as they slow down the loading of pages.

"When I hit the power button the vizio logo changes from amber to white but nothing else happens" Is this the symptom of the original board?

I know this is an old thread but if anyone else has this problem it is the processor on the mainboard that has cold solder joints. just did a reflow on one here for the heck of it. was just going to throw it out if it didn't work. voila working.
yay. saved it from the landfill for now anyways.
