The T-CON board will have surface mounted fuse on it, since you are getting 12 from the main board to the T-CON, next thing will have to find out if the fuse on the T-CON board is good or not. The other pins of the T-CON are small signals that you will need the scope to see.
By the way, what is the problem with this TV? Brand?

The fuse on the tcon is in the lower left corner of the picture (F1). I did notice that D5 looks burnt. Is it crispy?

Check the fuse, those two Diode for the dual switching power suppliers. Check the voltages of the US4 1.8V regulator (look at the VCC1.8V pad next to the regulator), the P12V and the VCC test pads.

I check the fuse and it check good, check the diodes set the meter dial to
diode k2 the red lead at the white band of the diode and got .583 _+1
reverse the leeds and got .091_+1 on D4. did the same for D5 and got 0 no
reading at all, reverse the leads got.098_+1it seems that I have to replace
D5 but I dont have a schematic of the board I dont know the value of the diode or part # or were to buy it they are very small about less than a 1/8"
of a inch by 2/8" long they have a # 3197 on top( help on this ) about the
regulator do they have the #220 E3 on top end,? how do I check them, they
have for legs do I check them up and down or across the legs whid the power
on the board (help on this to.) and the vvc pad is that the small square on the bord nex to it.

Just check the voltages at the pad as suggested in post10
"look at the VCC1.8V pad next to the regulator), the P12V and the VCC test pads"
