Vizio EV470VL Won't Turn On, Amber Standby Light

There's been a few posts regarding this model, just picked this one up. They said worked fine until recent storm. Now it won't turn on. The Vizio standby LED glows orange, won't go white.

As you can see, there is only a PS/inverter board, and a main/t-con board.
I assumed that I would have 5v standby but no PS_ON, but to my surprise on PS board with just plugging in AC cord, I have the 5v, 12v, 2.2v at PS_ON, I On/Off = 0.10v, Lamp = 0v, Dim = 0.77v.

The voltages are there on plug in, so I checked the 5 or so voltage regulators on the main board and all seem good. There are 3 fuses on main board that test good. 2 have voltage (F1 and F2, 5 and 12v). TF1 has no voltage. Im guessing this is the T-Con fuse.

Why can't I get an easy one for once??!

Can anyone identify what this area is doing, U33 has #'s 4953GM A12124, I was getting 12v on pins 1-4, nothing on pins 5-8. Because can't find service manual or any good info, just playing around and decided to swap with U1 (same IC). Now I have 12v on all pins at U33 and 12v at the fuse TF1, however problem still the same. Is this U33 related to older model U33 regulators??

Also now have 3.3v at DIM on PS board, not sure if this is related to above.
