just on another site and they stated that the 12v and 24v or any of the high voltage does not come on until the TV is turned on, and that my problem is most likely on the main board. what do you think?

You can force the power supply on by putting a 3.3k ohm resistor from the pson pin and 5vsb. Do this with nothing hooked up to the power supply. Check voltages and see if you have 12v & 24v. If you do then the mainboard would be the likely cause.
