if your getting 20+v to the board thats ok it will turn it on, flickering sounds like transformer on the invertor when its heating up its breaking down causing the lamp to flicker
if you cant see any caps dodgy on the power supply, i would turn the tv off and test all the transformer coils and see if any are different, sounds like a faulty transformer on 1 of the invertor boards
you'll have to test both boards
if you type the number off 1 of the transformers in google you should be able to see what pins are for which coils then check resistance of each coil and make sure none are shorted or connected when they shouldnt be, be aware of the tracks on the board though, so some might be connected on the pcb
i would write all the readings down then compare them, if any are waaaay out say 100ohms when they should be 1.5kohms (not sure what they should be so for example only) then they will be the bad ones
if you cant find any bad 1's, check the wiring from the boards to the lamps, i had one...new invertor...still didnt work the cable was broken just before the bulb!
