Could be a faulty panel ,have you ever seen it work properly?
Could be faulty cables or connectors not seated correctly. Try cleaning flat cable contacts.
Please upload pictures using attachment function when ask for help on the repair

It looks like the picture is ready to roll like when you lose the vertical sync, in my case, it was the T-CON board after warm up.
Does it get worst after warm up? I also would clean the ribbon cable connectors as suggestd by selldoor.
By the way, with the new T-CON board, the problem stays the same? Worst case will be the LCD panel.

Does "checked" mean visual inspection or cleaned and reseated?

Ive pulled all plugs and reinserted, didnt clean them . After I put the new (ebay) t-con in I turned it on but I didnt have any components or antenna hooked to it but could swore it was clear for a couple of seconds then got that line of clarity at the top again like I blew the t-con,but wasnt sure kinda even questioned myself and asked "did that just flash to a bad picture again" what would you suggest to clean the connectors with? And yes I also unplugged and replugged everything back in. not sure what a bad panel looks like ,anyway, thanks

budm said it in another thread that he is using this one:
              http://www.amazon.com/dp/B00006LVEU/..._A_cs_sce_dp_1
I have to do the cleaning myself, so I have picked up one myself.

One thing about LCD panel is that it cannot display double images by itself since it has X/Y scanning controlled by the T-CON (Timming Control board), it will display or not display what the T-Con send to the X/Y lines.
From what I see on your screen is double images.

Are you suggesting a x or slave board, hmm I thought there was only 1 board in this tv(inverter), maybe Ill go get the service manual and do some reading quick,Thanks

                    Re: Toshiba 26" lcd problems

The X/Y drivers are part of the LCD panel assembly, the T-CON send decoded signals to them to produce the pictures (paint the picture on the screen).
